Senator Ben Stevens moved and asked unanimous consent that                                          
SENATE CONCURRENT RESOLUTION NO. 21 be taken up as a                                                
Special Order of Business. Without objection, it was so ordered.

SENATE CONCURRENT RESOLUTION NO. 21 was read the                                                    
second time and was before the Senate on final passage.                                             
                                                                                                    
The question being: "Shall SENATE CONCURRENT RESOLUTION                                             
NO. 21 Relating to declaring March 2004 as Sobriety Awareness
